The main recommendation for the building of the Macquarie Point multipurpose stadium in Hobart, Tasmania is that the stadium should not proceed. The report lists that the main problems are the size, location and geographical features of the site which would impact the spatial and landscape character, urban form and historic cultural heritage of Hobart.

This report references the accompanying Integrated Assessment Report which identifies a number of benefits and disbenefits that would accrue if the stadium proceeded. It looked at the costs of constructing and operating the stadium, economic, social and cultural benefits and costs over the period of the construction and the assumed economic operating life of 30 years. The conclusion of the cost benefit analysis is that the benefits are outweighed by the disbenefits and would result in a substantial net social cost to the Tasmanian community. Concluding that the reason for this is that the economic and social benefits are small compared to the public cost of the stadium.
