Description

The report is a collaboration between the Australian Public Service (APS) Commission and APS agencies. It shows how the APS supports the Australian Government, the Australian Parliament and the Australian people. The report shows clear progress across the APS, with stronger service delivery, higher workforce capability and improved integrity. 

This year's report includes individual profiles contributed from the 6 APS Professions and 16 stories of how agencies are serving the community, working with non-government, business and research partners.

The report explores:

  • how the APS workforce and workplaces are evolving, supported by research and data insights
  • capability, stewardship and leadership programs and practices in the APS
  • integrity and conduct issues and initiatives in the APS
  • ways of working with AI in the APS to enhance operations and deliver better services
  • how APS professions support the people and work of the APS
  • how APS teams are serving the Australian community, working with non-government, business and research partners.

The report shows strong progress across key areas, including:

  1. serving every corner of Australia and beyond with excellence
  2. strengthening integrity and stewardship across the APS
  3. harnessing artificial intelligence in the APS
  4. building professional careers across the APS.

Key findings

  • Trust in Australian public services increased to 62% in 2025, a four-percentage-point increase from 2024, with trust in specific services reaching 73%.
  • Census index scores improved across communication, engagement, innovation, perceptions of senior leadership and wellbeing support.
  • Reports of bullying and harassment fell to 9.5%, the lowest on record.
  • First Nations leadership in the Australian Public Service has more than doubled, rising to 111 Senior Executive Service leaders, up from 54 in 2023.
