Description
Local governments deliver the free Maternal and Child Health (MCH) Service to support Victorian families during the important early years of a child's life. The Enhanced MCH program (EMCH) is available to families with children aged three or under who need and want additional, targeted support.
The Department of Health oversees EMCH delivery and outcomes, and targets funding to families with the greatest need. This report assesses whether EMCH is reaching families with the greatest need and whether the responsible department and councils have data to effectively monitor program performance.
Key findings
- EMCH is supporting families experiencing challenges but it cannot be shown that its intended outcomes are being achieved.
- Most councils report delivering fewer than their funded hours.
- The department does not have the information it needs to fully understand and align EMCH funding to demand.
- The department does not monitor or report on whether EMCH is achieving its performance and outcome measures.
The report makes recommendations to address the issues identified.
