A Select Committee was established by the New South Wales (NSW) Parliament to inquire into and report on foundational and disability supports available for children and young people in NSW.
The Committee commissioned this briefing paper to provide members with a shared understanding of the issue, types of supports and services, the current system, recent reviews and recommendations, developments in other jurisdictions, and gaps and barriers.
The paper describes existing supports and services, issues with the current context and what has been proposed to address these. It also covers structural factors that shape the service system; best practice supports and interventions; and frameworks that can be used to evaluate service availability, accessibility and effectiveness.
The briefing paper is accompanied by an attachment outlining consolidated review recommendations, responses and early childhood intervention frameworks (Disability Royal Commission, NDIS Review, comparison of frameworks in other jurisdictions).
