September 11 has revived the impetus to advance democracy and foster freedom around the globe. While advancing democracy remains a worthy foreign policy goal, writes Daniel Baldino, it will often take a protracted period to judge whether the use of external power and foreign assistance can bring peace and democracy or indeed ameliorate the conditions that breed terrorism.
