This report sets out to clarify what has been meant by 'numeracy' in the past, as well as more recently, in order to better understand how numeracy teaching and learning can be improved in Australian classrooms. Defining numeracy inevitably assists understanding of what kinds of research may improve numeracy teaching and learning in our classrooms.
