In this address to the Royal United Services Institute, Victoria, Aldo Borgu argues that after the 2004 election the incoming government should develop a new defence white paper which re-establishes an unambiguous link between Australia's strategic policy, the ADF's capability priorities and the government's financial commitment to Defence. That link does not appear to exist at present.
