This discussion paper examines the relationship between Australia and New Zealand and what this means for cooperation in the Pacific Islands region.

The release of Australia's Foreign Policy White Paper late last year had been much anticipated, not least because it was the first such paper in over a decade. Notable was that the Pacific island region (including Timor-Leste) had been accorded a chapter of its own.

Australia's international broadcasting service should be rebuilt to become again an important foreign policy instrument, to promote Australia's interests, influence and values in the Asia-Pacific, according to this report.

Under-investment, inconsistent government decision-making and strategic missteps by the national broadcaster have plagued Australia's efforts in international broadcasting for more than a decade. This is despite it being a potent tool for diplomacy in a region that is fast becoming a major focus for world powers.

The author conducted this research as part of a fellowship at the United States Institute of Peace (USIP). The resulting report, summarised in this paper, is expected to be published by USIP in summer 2018.
