This evaluation was of a behavioral insights driven soft skills training program designed to maintain and build the psychological work readiness of highly disadvantaged job seekers. This report describes the development of a framework for guiding the evaluation of the Higher Education Participation and Partnerships Program and projects funded by this program. The development of the framework was underpinned by key principles: credible, implementable, flexible, useful, transparent, and inclusive and culturally appropriate.
