The Enhanced Early Supports Pilot provided individualised early supports in home and community settings to a group of children and their families in Melbourne’s west not accessing individual NDIS funding. A 12-month evaluation showed the model made a meaningful impact. Key findings and recommendations are outlined in this report.

The framework describes what high-quality, evidence-informed support looks like for children with developmental concerns, delay or disability, and their families. This support will give them the best chance to fulfil their potential by identifying and meeting their additional needs early. It guides how to support children up to age nine with developmental concerns or disabilities.

This report describes the development of an evidence-based and culturally responsive approach to addressing the current gap in knowledge and lack of consensus about how best to assess, differentiate and report children’s functional strengths and support needs. The framework will inform professional practice, operational guidance and decision-making.
