The local carriage service (LCS)--a wholesale end-to-end local call service--was declared in 1999. The service allows competitive carriers to compete in the retail local call market.
The 2005 review will consider whether the LCS declaration should be continued, the extent of any declaration and the pricing of the service. The review will also consider alternative services which may be used to provide local calls--such as PSTN origination and termination--and reconsider the need to declare a wholesale line rental service.
The ACCC's discussion paper on these issues was released in April 2005. The ACCC received submissions in response to the discussion paper from a number of different parties. Public versions of those submissions are available below.
