This paper considers the latest New Zealand Defence White Paper, released on 2 November. Like all such White Papers, it signals New Zealand declaratory policy to audiences at home and abroad. And, like all White Papers, it has been an instrument for engaging top-level policymakers inside New Zealand in thinking about the country’s future defence needs.
