This paper is about the subset of reviews that are subject to Guidelines recently issued by the Australian Government. It discusses the Guidelines and the general approach that the Commission is proposing to take to reviews that are sent to it following screening by the Government.
The Australian Parliament passed the Government’s Clean Energy Legislative Package (CELP) on 8 November 2011. The CELP creates a carbon pricing mechanism and provides assistance to emissions-intensive trade-exposed activities, the coal mining sector, and additional assistance for the steel industry.
The Productivity Commission has been assigned several tasks under the CELP, with the central focus being reviews of industry assistance. These are outlined in the December 2011 paper, Carbon Policy Assistance Reviews: The Commission’s Tasks.
