The Whitehorse Cycling Strategy 2016 has a vision of increasing cycling through a connected network of attractive, safe and inviting low stress streets and paths that are accessible to all and respects the needs of all users. It sets out a series of principles to guide the development of a low stress cycling network to support an increase in cycling. It also addresses education, advocacy and leadership to encourage the safe use of cycling infrastructure.
