Tony McKenna from Skills NZ takes us through New Zealand’s journey to ‘regulatory stewardship’, including how they’ve designed and are delivering an accredited learning and development framework fit for purpose and equipped for 21st century challenges. Tony has been involved in education for most of his career. He has worked in workplace-based education for the past 20 years and has a passion for seeing people recognised for their workplace skills and knowledge with formal qualifications. Tony has overseen the successful implementation of the Regulatory Compliance qualifications within the sector. G-REG has been a flagship for the delivery of the qualifications using online delivery and have been an exemplar for how this can make qualifications accessible and achievable for regulators.

Grant has more than 25 years regulatory and enforcement experience spanning practitioner, management, executive, academic, and consultancy roles, operating at local, state, national and international levels. As a federal public servant Grant was seconded to the Centre for Leadership and Learning within the Australian Public Service Commission to design, develop, and pilot the Regulatory Practitioners and Managers program. Academically Grant has a MA by research in the area of enforcement networks (2010), and a PhD which considered how regulators build, maintain and sustain regulatory capability and capacity. In 2016 Grant founded RECAP Consultants Pty Ltd (RECAP). RECAP is a specialist regulatory consultancy providing services domestically and internationally.
