This paper outlines a vision for a pro-employment, small-business friendly, simplified and responsive workplace relations system. It proposes review and reform of the Fair Work Act, which the authors argue is increasingly unfit for purpose and puts undue burden on small business operators.

• Review and update the Fair Work Act, broadening the definition of small businesses and explicitly including the reduction of regulatory burden on small businesses in the Act's objectives.
• Appoint a dedicated Small Business Advocate within relevant bodies, improving governance and transparency of consultative committees.
• Refocus the Fair Work Ombudsman towards education and compliance awareness for small businesses.
• Establish a triage service to dismiss vexatious complaints placed against small businesses.
