This evaluation reports on the Indigenous Employment Program (IEP), drawing on the historical context of each sub-program to provide insight into design, implementation and impact. The sub-programs were evaluated against the following objectives: 

  • the appropriateness of program design and implementation
  • the extent to which expected outcomes of each program have been achieved (effectiveness)
  • how efficiently the program funding has been used and the implications for policy and future impact. 

The in-scope sub-programs were Vocational Training and Employment Centres, the Employment Parity Initiative and Tailored Assistance Employment Grants. The evaluation used a mixed-methods approach. It found the design of in-scope programs broadly aligned with the accumulated evidence base of what works for disadvantaged jobseekers generally. However, there was limited evidence of Indigenous perspectives influencing the design of these programs, and no clear or complete documentation of what success looks like or how it was to be achieved. The evaluation makes six key findings and recommendations.
