In this submission to the Senate committee examining the Broadcasting Services Amendment (Media Ownership) Bill 2002, Jock Given argues that it is not clear that the provisions of the Bill will lead to the greater diversity and competition it professes to promote. On the contrary, it seems likely to result in a wave of consolidation. This is a particular problem at present, given the already established trends towards further concentration, particularly in Australia's telecommunications and pay TV sectors. In addition, Given argues, the ownership changes the Bill enables would come at the price of an unacceptable level of government intervention in the day-to-day operations of media organisations, through the proposed "editorial separation" regime.
