Addresses the issue of foreign trusts in New Zealand in light of the Apr 2016 revelation by the International Consortium of Investigative Journalists (ICIJ) and the German newspaper Süddeutsche Zeitung of documents, taken from the Panamanian law firm Mossack Fonseca and now referred to as the 'Panama Papers', relating to trusts and companies in several tax havens and the users or beneficial owners of these structures. Refers to the 27 Jun 2016 investigative report of John Shewan, 'Government Inquiry into Foreign Trust Disclosure Rules,' in this regard. Focuses on income tax. Considers whether NZ is a 'tax haven.'
