Organised around nine building blocks, this Toolkit helps policymakers to design and implement strategies to combat homelessness. It provides guidance in policy design, in how to engage stakeholders, strengthen the evidence base and embed systematic monitoring and evaluation into homelessness policymaking.

People experiencing homelessness or situations placing them at risk of homelessness are supported by specialist homelessness services. This review investigates the appropriateness, efficiency and effectiveness of the Reconnect program, which targets the early intervention and prevention of youth homelessness. The review finds Reconnect is effective but would benefit from stronger integration with other systems and enhanced data reporting and monitoring.
