Reform of heritage legislation
Several states have recently overhauled their planning legislation. This paper discusses flaws in heritage legislation and how they might be rectified. It finds that heritage decisions fail to consider the costs of heritage protections. As a result, too many unremarkable buildings are preserved, restricting housing density and exacerbating the housing crisis.

There are various proposals regarding how to reform capital gains taxation in Australia. Using data on realised capital gains in 2022 for a subset of housing investors (those holding for between one and nine years) this paper describes how four different tax systems, including the current system, would have treated individuals differently.

Funding fairer housing
This report proposes delivering cheaper housing for homebuyers through the creation of a Commonwealth-administered Extreme Land Wealth Levy that applies only to the largest land portfolios in Australia. It proposes a levy on unproductive land worth over $20m could deliver a 10% stamp duty cut for all new houses, enhancing supply and fairness.
