This issues paper focuses on how to measure efficiency in core areas of the New Zealand state sector, and how these measures can form part of effective performance management systems. 

The paper aims to assist individuals and organisations to participate in the inquiry on these matters being undertaken by the Productivity Commission. It outlines the background to the inquiry, the Commission’s intended approach, and the matters about which the Commission is seeking comment and information. This paper contains specific questions to which responses are invited.
