This 2009 mental health strategy embraces the roles of many sectors and services across the community and the whole-of-government, emphasising that mental health is everyone's business. It focuses on fostering and maintaining good mental health and wellbeing by providing earlier support for all those in need before their problems become acute. The strategy outlines reforms based on the core elements of prevention, early intervention – in life, illness and episode – recovery and social inclusion, and will make a difference to Victorians by: helping people with mental health problems earlier to avoid harmful individual and social impacts providing easier access for a greater range of people to the most effective treatments before they become acutely unwell or go into crisis providing relevant health and community services to sustain people in the community holistically and longer term fostering a culture of service delivery and community support that is based  on acceptance, respect and the chance to achieve individual wellbeing and personal goals.
