This document is the result of a major inquiry into threat that Russia poses to the United Kingdom (Cyber; Disinformation and Influence; and Russian Expatriates). The investigation included a number of evidence sessions with a broad range of witnesses over the course of eight months, in addition to a substantial volume of written evidence.

Key findings:

  1. UK government failed to investigate evidence of successful interference in democratic processes
  2. Evidence suggests that Russia sought to influence Scottish independence referendum
  3. Members of the Russian elite closely linked to Vladimir Putin are involved in charitable and political organisations in the UK
  4. New legislation is needed to replace the outdated Official Secrets Act.
