The Parliamentary Budget Office's (PBO's) Guide to the Budget is an introduction to navigating the Budget Papers for non-technical users. The guide complements the PBO’s Online budget glossary.

The guide includes information on:

• Budget Paper No.1 (BP1), which provides high-level information about the government’s fiscal position and the overall economic outlook.
• Budget Paper No. 2 (BP2), which contains details of policy decisions (measures) taken since the last update. Each measure is classified according to whether it impacts receipts or payments.
• Budget Paper No. 3 (BP3), which contains information on payments made by the government to the states and territories (including GST).
• Budget Paper No. 4 (BP4), which contains information on the funding for each government agency.
