This implementation plan sets out the actions the Coalition of Peaks, a representative body of over 80 Aboriginal and Torres Strait Islander community-controlled peak organisations, will undertake to fulfil their responsibilities under the National Agreement on Closing the Gap. It outlines the role and responsibilities in implementing the National Agreement on Closing the Gap, a partnership agreement between Australian governments and the Coalition of Peaks aimed at improving the lives of Aboriginal and Torres Strait Islander people. 

The plan focuses on ensuring Aboriginal and Torres Strait Islander voices are heard in decision-making processes, supporting community-controlled organisations, transforming mainstream services to be safer and more culturally appropriate, and advocating for Indigenous data sovereignty.

The plan sets out implementation actions across four Priority Reform areas:

  1. formal partnerships & shared decision making
  2. building the community-controlled sector
  3. transforming government organisations, and
  4. shared access to data and information at a regional level.

It sets out actions to communicate the National Agreement, build Closing the Gap policy and program delivery expertise, and build understanding and ownership of the National Agreement by Aboriginal and Torres Strait Islander people, communities, and organisations.
