The Mapping the Digital Gap project was the first comprehensive study of remote First Nations communities’ participation in, and access to, the digital economy. It examines progress against Closing the Gap Target 17 that by 2026, Aboriginal and Torres Strait Islander people have equal levels of digital inclusion.

Between 2022 and 2024, the authors undertook 32 site visits to 12 communities, conducting data collection in partnership with local First Nations organisations. The report updates the 2023 Outcomes Report, with a focus on the most significant changes registered over the 2022-2024 period. During this time, there has been significant investment in improving telecommunications infrastructure, including a new mobile service and roll-out of Wi-Fi mesh networks or hotspots in several communities.

The report explores changes in digital inclusion over several years, what may be driving these changes, and what further is needed to ensure those living in remote First Nations communities are digitally included. 

Key findings

  • Access: internet access has improved in the past two years as 4G/5G, Wi-Fi and satellite infrastructure is bolstered across remote and regional Australia, however many sites are still struggling with patchy, slow and unreliable mobile and broadband services.
  • Affordability: rising affordability challenges since 2022 are a significant barrier to digital inclusion.
  • Digital ability: there was increased engagement in social activities and entertainment and cultural activities online.
  • Media and information: there has been a minor reduction in the use of traditional broadcast media and a major increase in online streaming via YouTube.
