Counting on connectivity: regional and remote towns research
This report outlines the findings of 729 surveys of digital inclusion and communications and media use undertaken by First Nations Australians living in ten regional towns across Australia.
In rural and remote areas, limited infrastructure, sparse service provision, and exclusionary systems restrict digital access for many First Nations Australians. Understanding the barriers to digital inclusion is critical to taking steps towards ensuring informed decision-making and agency.
This supplementary report includes profiles and site-specific findings for each research location and broader analysis of the aggregate results from all ten sites. In line with Indigenous data sovereignty, the team have also provided a downloadable data set available online with the report.
The report forms part of the Australian Government-funded initiative measuring progress toward Closing the Gap Target 17, which aims to ensure Aboriginal and Torres Strait Islander people have equal levels of digital inclusion by 2026. It builds on the Counting on Connectivity report and dashboard launched in November 2025.
Following the next round of surveys in 2026, the regional data will be combined with national data collection to strengthen the national measure of First Nations digital inclusion, available in 2027.
