This report stems from an inquiry into how to create a fair and harmonised national industrial relations system that appropriately balances the interests of employees and employers in partnership between the Commonwealth and New South Wales governments.

The inquiry will not be making recommendations on matters such as unfair dismissal, collective bargaining, AWAs, or the like. Its task is to design a new model for regulating industrial relations based on cooperation between the Commonwealth and the States. The final report will set out the principles that should underpin this as well as outlining the constitutional structure of a model that, with the benefit of a cooperative foundation, will be capable of providing the best possible regulation of industrial relations in Australia.
