This report presents the findings of a 2015 Jack Brockhoff Foundation Churchill Fellowship research project. It discusses cross-system collaborative efforts in the US, Scotland and Denmark to keep young people in school and out of the justice system and puts forward 12 recommendations for improvements to Victoria's approach, for consideration by leaders in the education and youth justice fields.
