Employer disability confidence is a concept being used increasingly in employment interventions and policies targeting the demand side of the labour market to support the employment of people with disability. This article reports on the development and testing of a framework for measuring outcomes for the human services sector. The process included action research methods and produced the Community Services Outcomes Tree and a survey measurement tool.

This qualitative study investigated how social enterprises are able to facilitate people with intellectual disability transitioning to open employment. It found that key organisational characteristics included a variety of roles and workplace environments and dedicated staff support roles.
