This document outlines how the Victorian government and key stakeholders will work together to create a flexible and dynamic workforce that puts equality, safety and accountability at the core of everything they do.

The plan outlines a system where the specialist family violence and primary prevention sectors work with other sectors. Together they respond to the complexity and harms of family violence and violence against women and children, and prevent it from occurring in the first place.

The strategy focuses on four key areas:

1. a system that works together
2. building prevention and response capability across the system
3. strengthening the specialist workforces
4. workforce health and wellbeing
