This is the council’s fourth annual report on the performance of governments under the National Agreement for Skills and Workforce Development. Under the agreement, the Commonwealth and each State and Territory has committed to increasing the skill levels of all Australians.
The 2011 report shows that the skill levels of the Australian workforce are increasing, but slowly. Moreover, the report reveals that there are still significant barriers for disadvantaged groups to gain skills—particularly Indigenous Australians.
