Challenges and regulatory policy solutions integrating public EV charging stations
The New Zealand Ministry of Business, Innovation and Employment (MBIE) commissioned Baringa to provide this advice based on international case studies. The advice sought is in response to concerns and obstacles raised by public electric vehicle (EV) charging operators to the roll out of public EV charging stations in New Zealand.
Baringa has reviewed the regulatory frameworks and industry practices in Australia and the United Kingdom, and analysed how these help or hinder the rollout of public EV charging networks, to draw lessons for New Zealand.
The purpose of this report is not to set out specific recommendations to be implemented in New Zealand. Rather, the purpose is to generate ideas and options that could be considered in New Zealand based on best practice and lessons learned from overseas jurisdictions.
Based on the review of the challenges for public EV charging stations in New Zealand, and with agreement with the MBIE, this report focuses on ‘regulatory policy’ levers rather ‘government policy’ levers.
