Since 2019, 43 countries including Australia have adhered to the Declaration on Public Sector Innovation. The legal instrument contains five principles to inform and enhance the systemic use of innovation in the public sector to achieve policy goals. 

This playbook offers an accessible and actionable instrument to translate the Declaration into practical guidance on how its principles can be applied to solve public sector challenges. 

The policy journey is broken into three practical steps: 

1. What are the challenges you want to address?
2. Where do you stand right now?
3. How can you improve the situation? 

This playbook is specifically intended for top officials and middle managers to help users expand their awareness of innovative challenges, identify opportunities for improvement in public sector systems and translate the innovation principles and commitments into concrete action.
