A framework to help the Australian Government better design, administer, and deliver community grants. It highlights being collaborative, transparent, innovative and focused on outcomes. The framework will help agencies administering community grants work more consistently with the sector.

This article reports on the development and testing of a framework for measuring outcomes for the human services sector. The process included action research methods and produced the Community Services Outcomes Tree and a survey measurement tool.
