Te Ara Paerangi – Future Pathways is a multi-year programme focused on the future of New Zealand’s Research, Science and Innovation (RSI) system. Through Te Ara Paerangi – Future Pathways, the New Zealand government is building a modern, future focused research system for New Zealand to meet the challenges and make the most of the opportunities ahead of us. Te Ara Paerangi signals the pathway by which New Zealand will achieve the significant additional government investment needed to achieve the goal of overall research and development expenditure of two percent of GDP by 2030.

This white paper marks only the beginning of the change programme of Te Ara Paerangi – Future Pathways. It is important that New Zealand gets these changes right, so the government is committed to engaging with the sector as it develops policy proposals to implement the actions in this paper.
