This report describes the development of a framework for guiding the evaluation of the Higher Education Participation and Partnerships Program and projects funded by this program. The development of the framework was underpinned by key principles: credible, implementable, flexible, useful, transparent, and inclusive and culturally appropriate.

Connected Beginnings (CB) integrates early childhood, health and family support services with schools in disadvantaged Indigenous communities to prepare children for school. The process evaluation found CB effectively supports service integration through community-driven approaches, wider service connections and dual Department funding.

This evaluation assesses the impact, separately and together, of Australian Government initiatives supporting STEM teaching and learning in schools and the early years. They are designed to build on risk management policies and security practices already implemented by many Australian universities.
