The link between public (and increasingly private) investment in mega-road projects and growing emissions appears to have escaped the attention of the processes that oversee public project decisions – panel hearings, ministerial processes and environmental impact assessments.

This paper is an inquiry into the way that car based transport systems impact human flourishing.

Drawing on experiences from research and professional practice, in Australia and internationally, this paper considers the potential for traditional urban travel demand models and Decision Support Tools to be combined within a more complementary process of planning, evaluating, and selecting urban infrastructure projects.
