Description

This report outlines the findings of a process and economic evaluation of the School Sports Program (SSP). The SSP offers all Australian schools the opportunity to apply for funding to purchase sports equipment, hire professional coaches, or for teachers to undertake physical education focussed professional development. 

The evaluation considered questions related to appropriateness, process, effectiveness, efficiency and sustainability. In testing efficiency, the evaluation provides a value for money assessment using a benefit cost ratio. A mixed method approach was used, including a literature scan on best practice, stakeholder interviews, school survey, sport organisation survey, school deep dives, and program data. 

Key Findings

  • The report found that while the program could be improved to enhance its effectiveness, the program had been successful in many ways.
  • The program had achieved significant reach and performed relatively well in relation to its objectives. Children have been able to access a range of sports and the program was well regarded by schools and national sporting organisations.
  • Improvements to processes had been made since the program’s establishment which means that the program typically operates well.
  • Based on the current program objectives, the expenditure on the program provides the Government with value for money, although this is over the longer term. 

Key Recommendations

  • The design of the program does not need to immediately change.
  • Improvements could be made to information sharing, awareness raising of the program in remote locations, targeting schools in socially disadvantaged areas, and communication and engagement with parents.
  • There is opportunity for a strengthened focus on physical literacy in schools, beyond organised sport.
